Free web design

I am looking for a place where I can develop a website for free, EASILY (click and drag with HTML as well). One withthe option of using them as a hosting service in the future would be great. Any ideas.

The only I know is not longer free but I remember its nice WYSIWYG online application that empowers you with the ability to drag and drop, overlap divs and much more.

Currently they offer a free trial if you simply want to check and try, www.homestead.com

Keep in mind you get what you pay for, if your anything like me you won't be satisfied with free hosting. I suppose it is good for beginners, but more advanced webmasters get an itch that a free host can't scratch. If you decide to learn programming languages good luck, there are many places to learn and that is one area that I found free to be just the right thing.
